In July 2024, Barbara Kopp Miller was appointed the first Vice Provost for 果冻传媒 Online and Workforce Development. Before she was appointed as Vice Provost, she was Dean of University College. She has extensive administrative experience, having also served as the Associate Provost for Online Education, Executive Associate Dean for Research and Quality, Associate Dean for Research and Quality, Curriculum Coordinator for the Graduate Certificate in Contemporary Gerontological Practice, and Administrative Director for the Center for Successful Aging.
Dr. Kopp Miller received her bachelor of science in psychology (1986), her master of art in psychology (1990), a graduate certificate of gerontology (1990), and a doctor of philosophy in psychology (1995) from Bowling Green State University. She joined the faculty at The University of Toledo in 1991, receiving tenure in 1999, and was promoted to full professor in 2011.
As a faculty member, Dr. Kopp Miller has taught a diverse array of graduate and undergraduate courses as the advisor for more than sixty graduate students. In recognition of her commitment to students, she has been awarded both the Dean鈥檚 Award for Teaching Excellence and the Mentor Award.
As a researcher, Dr. Kopp Miller has secured over two and half million dollars in external funding, has authored more than twenty (20) peer-reviewed journals, published six (6) conference proceedings, co-developed computer software, written three (3) book chapters, and given over 135 invited talks at the international, national, regional, state, and local professional meetings. As a social psychologist and gerontologist, Dr. Kopp Miller is a sought-after speaker for community events. She has given over 150 presentations across the region and state.
In her role as Vice Provost, she has oversight of 果冻传媒 Online, the focal point for all online education at the University. 果冻传媒 Online supports online and blended teaching and learning across the 果冻传媒 community and provides leading-edge technologies, innovative pedagogies, and faculty and student support to help create inventive, engaging, and effective environments where learners can succeed. 果冻传媒 Online has received several national awards including the Blackboard Catalyst Award for Inclusive Education, Anthology Catalyst Award for Training and Professional Development, and Quality Matters Making a Difference for Students: Outstanding Impact by a US Higher Education Award, as well as several Blackboard Exemplary Course Awards since 2013.
As of 2024, 140 online courses at the University have received Quality Matters (QM) certification. The University has the most Quality Matters certified courses in the State of Ohio and is ranked 8th out of 322 worldwide, as of August 2024. Since QM was implemented at the University, 40 instructors have become QM-Certified Peer Reviewers. In 2022, The University of Toledo/果冻传媒 Online received the Quality Matters Award for Outstanding Impact by a U.S. Higher Education Organization, which recognizes institutions or groups exemplifying QM鈥檚 focus on learners.聽

Vice Provost Kopp Miller also has oversight of Workforce Development at the University. The University of Toledo welcomes opportunities to collaborate with business and industry leaders in the community to build development initiatives for the advancement of Ohio and its citizens. We offer faculty expertise, research and development, and employee training and education. We work collaboratively with 果冻传媒 colleges and departments to engage with business and industry leaders toward a shared goal of building the regional workforce now and in the future.
A strong advocate for innovative teaching methods and digital learning, Dr. Kopp Miller has focused on enhancing the online learning experience, integrating cutting-edge technologies, and promoting best practices in instructional design. Her leadership has not only improved the quality of online education at The University of Toledo but also increased enrollment and retention rates, making higher education more accessible to a broader demographic.
